Ruben de la Concha

Ruben de la Concha is former Director of Security for the Independent Financial Center of the
Americas. In this capacity he was responsible for security leadership, policy, and operations, as well
as fire-life safety and emergency preparedness for this major development project in the Dominican
Republic.

Prior, he served with and retired from NYPD as a Detective Investigator where he worked in several
specialized units including the elite Organized Crime Investigation Division. He has participated on
numerous emergency and anti-terrorism operations and training exercises including the Vehicle Borne
Improvised Explosive Device Training for the Republican National Convention, Specialized Protective
Service Operations and the Citywide Incident Management System (CIMS).

He attained his Master of Public Administration in Emergency and Disaster Management in May,
2006 from Metropolitan College of New York (MCNY).
