Steven Kuhr
President & Chief Operating Officer

Mr. Kuhr presides over and directs SEG Operations providing direct executive and technical level oversight for client engagements.  Mr. Kuhr has 30 years of progressive public safety and emergency management experience and extensive operational consulting experience in guiding governments, agencies, and corporations in preparing and exercising for all hazards emergencies, business/operational continuity, and catastrophic terrorism. 

Mr. Kuhr has extensive HSEEP based exercise experience and continues to direct emergency management and homeland security exercise programs nationally in the public sector, US Military, and private sector.


Mr. Kuhr served with the City of New York for 20 years before joining the private sector. As deputy commissioner of the NYC Office of Emergency Management (OEM), he oversaw and managed the City’s catastrophic terrorism readiness, planning, and response programs, and directed planning for all-hazards, such as severe/tropical weather, and failures of critical infrastructure. Prior to his tenure at OEM, Mr. Kuhr served with FDNY as a deputy chief/paramedic and Chief of EMS Special Operations.


Mr. Kuhr has served as an adjunct faculty member at FEMA’s Emergency Management Institute and the Department of Defense National Interagency Civil Military Institute where he instructed on diverse emergency management and counterterrorism topics.  He has written, published and lectured on emergency management, counter-terrorism preparedness, and port security nationally and internationally.
