Steven Kuhr
President & Chief Operating Officer
Mr. Kuhr has 30 years of progressive public safety and emergency management experience coupled
with extensive operational consulting experience in guiding governments, agencies, and corporations
in preparing and exercising for all critical incidents, emergencies, business/operational continuity, and
catastrophic terrorism. Mr. Kuhr served with the City of New York for 20 years before joining the private
sector. As deputy commissioner of the NYC Office of Emergency Management (OEM), he directed
the New York City catastrophic terrorism readiness, planning, and response programs, and planning
for all-hazards, such as severe/tropical weather, and failures of critical infrastructure.

Prior to his tenure at OEM, Mr. Kuhr served with FDNY as a deputy chief/paramedic and Chief of EMS
Special Operations. Mr. Kuhr has served as an adjunct faculty member at the FEMA Emergency
Management Institute and the Department of Defense National Interagency Civil Military Institute
where he instructed on broad emergency management and counterterrorism topics. He has written,
published, and lectured on emergency management, counterterrorism, and port security nationally,
and internationally.
